For some time after the building was opened, it was used solely as a women's and Children's Hospital. There were two general wards for women containing 24 beds, a single ward for children with eight beds, and four private wards. There was also an isolation ward with one bed.
In after years, the scope of the Hospital's work was expanded. In the early part of 1921, sketch plans for the revision of the buildings were prepared. The working drawings for a new Block were completed in June and in August the contract was let to Messrs. Kien On & Co., for the amount of $130,537.45.
The new block consisted of two floors, providing accommodation for six first, ten second and four third-class patients, together with necessary offices, store rooms and kitchens. The site formation and foundation works were well advanced by the end of the year.
In 1922 a tennis court was completed on a site below the hospital, the sisters' quarters were re-built and plans were made for the reconstruction of the main building.
During 1923, $268,550.34 was spent on the main building. The reconstruction of the sisters' quarters was completed in November and the Maternity Block was finished and occupied in December. The entire working of the hospital was then transferred to the Maternity Block while the main block was being reconstructed.

Extensive improvements were carried out in 1924. To the ground floor of the main building there were added a doctors' office, dispensary, ward kitchen, duty room, main kitchen and amahs' quarters. A theatre block, ward kitchen, duty room, sanitary block and dry room were added to the first floor. The East and west wings of the old building were raised one storey, thus making them of uniform height with the remainder of the building. Additional sanitary accommodation was provided throughout the building and modern sanitary fittings installed. The expenditure up to the end of 1924 reached $339,819.80.

Work on the Victoria Hospital was completed in 1926. It now accommodates male, as well as female patients and remains under Government control. Splendid work is being done there. The truth of Sir William Robinson's words that the Jubilee funds could be spent in no better way than in erecting a Memorial Hospital, has now been fully established.
